| An urban center widely regarded for the strength of its arts community, Minneapolis' downtown warehouse district had begun displacing artists by the late 1980s, as office, retail and upscale housing development began to claim those spaces. Several areas of Northeast Minneapolis had declining stocks of warehouse and industrial space, and during the past 20 years artists began to occupy many of them as working studios. |
- Northeast Minneapolis becomes home to displaced artists who become engaged in community life.
- Art-a-Whirl brings attention to their presence, builds a market for their work, and attracts thousands of visitors to the community.
- The arts advocacy group Northeast Minneapolis Arts Association (NEMAA) supports artists and arts development in the community.
- The Northeast Minneapolis Arts Action Plan establishes a long term arts and cultural development strategy.

| The renovation of the Ritz Theater is a critical catalyst to the economic growth and support of the Northeast area Arts District, bringing thousands of people each week to the neighborhood.
